I'm afraid I don't know then - I've used bcc in this manner and it's worked.
All I can suggest is to step through with ruby-debug and see if you can see
what's wrong (and of course look at the headers of the mail that arrives in
the inbox of the person in the To: field and see if the cc header is there
and looks correct.

Not sure what just happened but I couldn't see it either just now, but it
seems to be back.  But I don't think it will be of any help to you if you
can't get mail sent using a string in the cc field :(
