I've been warned against putting a liquid such as oil or the other stuff you 
mention - was told the fluid can be forced into the speedo head and fluid 
will be splashed inside the speedo -

I believe the bouncing is thought to be caused by a sticking speedo cable - 
if turns smoothly then sticks causing the speedo needle to slow then release 
suddenly.
