Zero local pollution, they really mean. The burden of emissions control (or whatever) is shifted upstream to the plant where the electricity is produced, which could be good or bad. The assumption of a lot of groups pushing electric cars, fuel cells, or whatever other alternative to internal combustion seems to be that economies of scale, in a sense, will prevail---the centralized facility can deal with its pollution more effectively and cheaply.
