Installing a new belt is one of the best upgrades you can do on an 
older car. I replaced the driver's seat belt on my '95 Audi S6 and 
it made the car feel like a new car. Seriously...

The seat belt may be the first thing you touch after you sit down. 
When you pull a fresh belt on a new reel, it slides out so 
nicely.

And who knows how the old belt has been compromised by age, etc. 
After 20 or 30 years, I'd say it's time :)
