Should be able to check that by pinching the vaccuum hose to the brake booster 
flat with a clamp of some sort. Or
disconnect and plug at the engine end.

True, need to make sure that parts haven't dropped first.  When I did
the vacuum pump on an OM603, I removed the radiator and upper radiator
hose to get good access, I suspect I'll have to do the same on this car.

Would massive failure of the brake booster cause same symptoms (hard
brake pedal, no vacuum for fuel shut-off and for HVAC)?

Are we getting ahead of ourselves here?
How much work is it to pull the vac pump and see if it still has its
bearings and if the timer face is chewed up?
If the bearings haven't scattered, then there's no need to figure out
how to retrieve them.
