Thanks to all who helped - I made a tool from an old coat hanger, tapered the ends as suggested and it slid in exactly like it's supposed to. Then I tugged a little on the key and the tumbler assy. and the black "skirt" came out together! Just like ya'll said it would!

It took a few tries to get the new one in place - basically the tumbler assy. slid into place and I rotated the "skirt" until it went into place also. Turned the key back to 0 and Pulled the tool out. Pulled the key out & tried it a few times. Works like a new car!

BTW, I left the tool in place the whole time - wasn't sure if I was supposed to remove it once the tumbler came out but I left it in.

Yes, the tumbler has a single lock, and so does the cover, that's why
there are two holes.

Make sure you have a taper on the ends of the pins, otherwise they
just stop when you hit the spring(s) and do not release the locks.

The only thing holding the parts in place are the two locking
springs, so once you have them correctlty depressed, it comes right out.
