My wife works for an attorney and deals with insurance companies daily.
This is how they operate.   Their job is to spend as little money as
possible.  Find an attorney (that deal with car accidents [usually a
personal injury firm]) explain the situation to them and hope you find a
sympathetic paralegal to take up your cause.   Your success will be
determined largely by who your insurance carrier is and what their internal
policy is.  Some companies refuse to pay by default and have to be
threatened to pay up.

Call the fellow and tell him you are talking to attorney and any
further communication will be with him.  Then go get said attorney.
Usually the offer increases when attorney is mentioned
