I'm of split opinion on this.  On the one had I would like to see
athletic achievement be the result of only what the person's body,
talent, and work ethic is capable of, without external enhancement.  But
where do you draw the line?  Gatorade is a performance enhancer, if you
want to get right down to it.

The red blood cell concentration idea seems somewhat clever to me.
Probably not explicitly banned, either, at least not initially.  You
could achieve at least a partly similar effect "naturally" by training
at high altitude.
