Like Korea and Vietnam, it had to be done at the time since it was effectively 
a satellite of USSR/China. Communism in Russia and China were not viable 
political/economic systems and were doomed to failure. The American 
Establishment knew that, so it became a waiting game until the USSR collapsed. 
That ended the financial support Cuba needed. Continuing Cubas isolation was 
necessary in order to keep sending a message to communist/socialist leaning 
nations of South and Central America of what could happen to them if they 
adopted communism/socialism.

The isolation of Cuba has been relaxed before under a Democratic 
administration, and then restored under succeeding Republican administrations.
If a Republican becomes president it may be tightened again. A lot depends on 
whether Cubans are tired of living under communism, and who replaces Raul 
Castro.
