I doubt it, its a very common complaint with VW transmissions using VW oil. They say its "notchy" in that you can feel the gears notches connect. The first year I had the Jetta I used half MTL and half MT-90 which was nice with not notchy feeling but quite stiff when cold. I'd read that MT-90 could make stiff shifts when cold which is why I added the MTL. The following year I used just MTL, it shifts more stifly in the cold but you'd expect that, its cold after all. Loosens up after a mile or two. -Curt

Particularly if you're rolling backwards slightly when you put it into 1st it'll make a crunch noise. It doesn't seem to hurt anything and is a common complaint on these cars. My '98 Jetta has the same transmission (mostly) but doesn't do the crunch. The difference? My '98 has Redline MTL in it, hers has VW spec stuff. The VW stuff is very thin, like ATF or thinner. The MTL isn't much thicker but apparently that thickness makes a difference.
