Underwater generators have been towed behind sailboats for decades to recharge the batteries when the sun ain't shining or often in place of solar panels completely.  Sounds like a similar kind of thing  but on  a larger scale - is that what you are proposing?   There's also electricity generators that use the rising/dropping of the tide to generate electricity.

I'm not sure how getting the power from the ocean to the cities/rural areas would work, but  I suspect there's a way, but electricity is not my strong suite.
