Around here, Runs and Drives can mean "we have the key, it took a jump start, and it went forward 2' and backwards 2' under its own power". If it doesn't run and drive, a battery is less likely to fix it.

If it's ten years old, the state doesn't care about the odometer disclosure and at least in Michigan prints EXEMPT in the odometer field of the title whether you give them the odometer reading or not. I had that happen to a one owner 15 year old Toyota with 84,000 certified miles on it. I wish I'd photocopied the original title before putting it in my name.
