Peter, the sleeve is in place on the splined shaft in the engine, and in fact I 
can turn it with a pair of pliers without moving the crank.

Might there be a woodruff key on the shaft that could have sheared?

I tried to make this link all one piece, but not sure if I did it 
right.  Anyone, the hardest part of this is going to be getting the 
elephant to back up to the filler nozzle, I think.
