Ganesh is correct. You do not have to have both tools in order to implement one or the other. In fact many sites will have the two but not integrate QTP with QC. They will build their entire automation suite outside of QC and maintain and run everything that way. Believe it or not it, it is very common. There are slight differences you have to be aware of when you build your test suites apart from each tool, or integrated with each tool - in particular things like your folder references, function libraries references and how you call one test script from another. In addition your actual network folder structure for saving all the scripts, functions, data files, etc needs to be thought out carefully. This is all slightly different if you are integrated with QC or independent and saving everything on a network drive. Also keep in mind there can be a bit of work to be done if you build a robust test suite independent of QC and then decide to integrate it later. It's definitely something that can be done later, but you have to be aware that updates need to be done to your test scripts.
