I believe all the source files you mention are obsolete.

The real problem is we don't have a "full-time" Windows-oriented
developer on the mesa-dev team.  Ted Jump has generously provided the
Windows support since 3.0 but he's been busy with other things.  He
made some updates last week.  It would be nice to have one or two more
people to work on Windows support.
