Test to verify functionality

Apologies for taking so long to reply.  I wanted to verify the behavior on the
AMD and Nvidia closed-source drivers before commenting further.  This test
shows exactly what behavior is desired.  It passes on both closed-source
drivers, but it fails on Mesa.  Generally if both AMD and Nvidia agree, then
that's the de facto standard.  Sad, but true.

I think the right fix is to just have the last else clause in
_mesa_GetObjectParameterivARB return GL_INVALID_VALUE instead of
GL_INVALID_OPERATION.  My initial patches were too convoluted, and the
currently applied patch doesn't fix the problem.
