Sounds like it's just dithering, which is necessary to display JPEGs
(which are inherently 24 bit depth) on 8-bit depth displays. It won't
be a problem on 16 and 24/32 bit displays. You can minimize or
possibly eliminate the dithering by setting the background color to
one of the "Netscape 216" colors, but your better bet is to use GIF or
PNG format if your images have large areas of solid colors.
