Michael, This worked for me:
Control Panel > Regional and Language Options > Languages > Details. Removed all installed services except English > Keyboard > US. The geeks will tell you that even if there is an .0000001% chance that you will ever need the services. I do not have that article so I cannot say whether or not it is the same one that you are referring to. To make a long story short, it did not work and I MUST remember to disable CTFMON.EXE after each re-boot of my PC. When I get time I'm going to try and have Windows automatically open a Word Document at startup, through that automatic startup feature thing it has.
