It may be done by township.  Cable franchises are not county-wide.

It's not available in much of poughkeepsie, still.  Interesting that it
is for you.

The town.

Re: Joe's HDTV trick... This is the same as clear-qam on your HD tv, it
can only get unencrypted channels.  This is typically only channels
which are also available over the air in your region.

All the rest is encrypted.  The only possible alternative is a
cablecard, which can only function in windows drm land. :(
