The franchise rights have to be negotiated with individual municipalities. This means that Wappingers is separate from Poughkeepsie, and even within Poughkeepsie the city is separate from the town. I've looked at renting places in Wappingers and they mentioned the FIOS TV being available so its probably legit. The only thing I would be careful about it make absolutely sure they are selling TV over the fiber. On Long Island where my parents live, Verizon sold a bunch of people TV packages before they had the franchise rights, and stuck a DirectTV dish on their house.
