This leads me to believe that the PC's network card is dead (as opposed to 
the modem).

Bring a laptop and try to make an ethernet connection between the two 
machine (either via a hub, or directly with a crossed patch cable).

Alternately, spend 10 bucks and buy an el-cheapo NIC somewhere to see if it 
fixes your problem.
