On that front, you can get (at least as of a couple years ago),
Earthlink broadband over Time Warner cable.  It eliminates the "no TV"
penality on billing, and was even cheaper than TW by a few dollars if
you had TV through them.

Still more expensive than trying to find a modem, but them's the breaks.
