It sounds to me like you're planning on using this as a device that
"connects via Wifi only" and I'm guessing that'll probably work.
It'll essentially be an "Android touch", if you will, if the theory
works out.  You may be able to load apps and communicate via like
Mumble, Skype, Teamviewer that can work over Wifi without needing a
cellular plan.

One idea I like for an Android device like this is to try /not/ to use
the Google Play store, thus not having any "account" attached to the
device; you can still side-load apps and use external repositories such
as F-droid I think.  The nice thing about this is that then you can
enable the GPS and use apps like a Compass and not have to worry about
your GPS location being automatically recorded in your account.

sounds to me like a worthwhile experiment.  I'll be interested to see
what you find.
