So, what is the advantage of plugging without seals versus just looping, less effort needed since you are not moving fluid?
I have a V8 car that will be depowered (at least in the steering, I hope it
is overpowered in the engine!) so I need to depower it one way or another..
If looping is no harder to steer than plugged, I'll spare myself the extra
labor of pulling seals and just loop it...

Looping the lines is necessary if you leave the seals in the rack (so
that you can push fluid back and forth). We're going to open up the
rack and take the seals out, so we just need to plug the holes.
