YES.  EGR basically pumps exhaust into the intake again and since it takes
up space and doesn't burn as well, you have to open the throttle a bit
more to get the same power.  Opening the throttle further reduces pumping
losses and improves volumetric efficiency.  Similarly, using taller gears
requires greater throttle angles--same effect.  Ie. cruise at 40 mph in
5th.

I've found that running lean during cruise also saves some gas.  I do get
a bit of a miss if it gets too lean, but around 15.5:1 seems to work well.

Also, setting your overrun zones to turn off all fuel will help and
improve compression braking.  Not sure how possible this is on a link
though.

I've also noticed that fuel pump type enrichments can be a huge source of
wasted fuel.  As well as lift-throttle areas where fuel delivery lags
behind.
