Working on my brother's '93 Civic.

We can't get the ignition timing to spec (15 deg BTDC).  With the distrubutor 
fully rotated, we can get about 7-8 deg BTDC.

We have checked the cam timing, it's OK.

Possible issues I see-

  a.. Slipped pulley (if even possible on this car?)
  b.. Head has been milled
  c.. ?
