Working on my brother's '93 Civic.
 
We can't get the ignition timing to spec (15 deg  BTDC).  With the 
distrubutor fully rotated, we can get about 7-8 deg  BTDC.
 
We have checked the cam timing, it's  OK.
 
Possible issues I see-
 
    *   Slipped pulley (if even possible on this  car?)  
    *   Head has been milled  
    *   ?



Are your reading the timing protractor correctly?  That is, how many  degrees 
per mark?  On the Miata it's two per mark.  How much on the  Honda?
