I'm fairly certain that our pumps don't say that. I'll take my magnifying glass next time I go to the station and read all the fine print. In digging around a little, it turns out that the minimum ethanol level here is 5.9%, but that the label has to say "up to 10%" so they can raise that minimum level without having to change labels.
