Yes, that is total "penalty time". In most TSD rallys, the "total" tag
fits better because early and late both give penalties. IOW, if you
arrive 5 seconds early or 5 seconds late, you still get 5 seconds added
to total time.

So, what is listed as "Total Time" is actually not total time, but the
time of the car beyond the 
expected/mandated/target time, correct? So it should be called Over
Time, right?

rally, where you are told where to go and what your average speed has to
be. At checkpoints your time is checked and you gain points against you
for being late. This is the first year for the Targa where you didn't
also lose points for being early, which is more typical of TSD alleys.

        Could someone offer a short 5th-grade-level description of what
exactly this race is? I looked at every page on the Targa web site but
could not find an actual description. I'm just not understanding the

        I'm reading it to say 2,200KM in length. Fastest total time was
