Yes, that is total "penalty time". In most TSD rallys, the "total" tag fits better because early and late both give penalties. IOW, if you arrive 5 seconds early or 5 seconds late, you still get 5 seconds added to total time.

At checkpoints your time is checked and you gain points against you for being late. This is the first year for the Targa where you didn't also lose points for being early, which is more typical of TSD alleys.
