With the BOV's vacuum signal blocked, IDLE% still goes down to 15%, but *very* 
slowly
With the BOV hooked up, it drops to 15% quite quickly. It's sucking air through 
its filter when idling. Is this by design ?

I found that the rubber pipe in which the temperature sender is wired is also 
leaking a bit. I'll have to find a better way of situating those wires.

It should not allow air into the vacuum supply hose as that will contribute
to the idle problem.  Does the IDLE% rise when the vacuum supply hose is
disconnected and plugged?  If so the BOV piston (or sleeve) may be worn out.
