A leak at the temp sender wires (or anywhere else about that hose) does not
contribute to the idle problem because the IAC and idle adjustment screw are
both after that point.  But you may want to seal the wires better just to
keep dust out.  Have you tried blocking off the main TB inlet (right at the
TB) to see if you can stall the engine that way?  If you can then the TB
butterfly is simply not closing properly.

With the BOV's vacuum signal blocked, IDLE% still goes down to 15%, but
*very* slowly
With the BOV hooked up, it drops to 15% quite quickly. It's sucking air
through its filter when idling. Is this by design ?

I found that the rubber pipe in which the temperature sender is wired is
also leaking a bit. I'll have to find a better way of situating those wires.

It should not allow air into the vacuum supply hose as that will contribute
to the idle problem.  Does the IDLE% rise when the vacuum supply hose is
disconnected and plugged?  If so the BOV piston (or sleeve) may be worn out.
