Bucking is misfire, often caused by enough fuel to fire sometimes but not enough fuel (or rarely, too much) to fire consistently. The misfire can also be caused by too much spark advance at high vacuum. Assuming that you're using the word "overrun" to mean very high vacuum, try setting Z0 about 3 kPa below normal idle vacuum. That will cause the fuel to stay off completely whenever MAP is more than a couple of kPa below the Z0 setting. Fuel will resume when MAP rises to the Z0 level. If it then feels too much like the throttle has become an on/off switch at very light engine load, then reduce Z0 gradually until that feeling is reduced sufficiently.
