What I mean about the boots is they could be limiting the travel.  In
you pics the boots are compressed on either side at full turn either
way.
They are accordion style boots.  They only compress so far.  One side of
the boot (the inner) attaches to the rack.  The outside of each boot
attaches to the tie rod.
If you could move the outer attachment point of the boots farther out on
the tie rod, then the boot might allow the tie rod to go in more.

What I see in the pics is the boots are each compressed at the maximum
travel each way.

Maybe this sounds better:
It looks like the steering travel was not centered when the boots were
installed.  It looks like the boots installed off center may be limiting
the travel of the tie rod.
