YOu will only get about 30 watts out of that pipe.  Use a larger pipe 
if possible.  Speed should be OK at about 1200 rpm (4  inch pelton). 
Try trimming the field current to optimise speed.

CAr alternator efficiency will be low.  You could get a little more 
power by building a permanent magnet alternator.  I can specify 
something if you are interested.
