Dear Manoj Pokhrel,
This problem of controlling consumer loads has come up many times over
the years since we supplied the first ELC to Nepal in 1982. Various
systems have been used including semi-conductor devices but most are too
expensive. A fuse probably won't work, because from my experience the
consumer sill simply wire it out if it's in the house. Placing the
control devices in a cluster at the top of a distribution pole makes it
more difficult to tamper with. By using a simple current rated
bi-metallic trip switch (that resets about five minutes after the load
switches off) is cheap at say R200 and encourages the customer to reduce
his load rather than 'punishing him' (less likely to result in conflict
because his lights have gone off). If you like the system I could make
some up for you to try.

Power control with such precision may require a small circuit to measure
the
voltage and the current to trip a TRIAC or a Relay to open for a few
moments.

One problem would be the PFC of the load and by what you imply, it seems
that the load is going to be lighting and probably fluorescent lamps
that
should not have magnetics but electronic ballasts, also, they may not
have a
good PFC, just crest PFC -- please enlighten us about the lighting you
may
plan to implement there.
Also what other loads are going to be added ( like a battery charge
controller to have additional available power during the dark times ).
