There are several effective ways to manage this type of load management and
has been field tested  and are in being utilised in Nepal. There is a
simpler method of using commercially available MCB, electronic current
cut-out (Nepalese version using Triac, the type developed by Dr Nigel
Smith). PTC has been used together with fuse for wattage less than 100W.
Many of these solutions are already available in Nepal, expertise using
these devices are in Kathmandu and Butwal. If you need contacts please let

Power control with such precision may require a small circuit to measure the
voltage and the current to trip a TRIAC or a Relay to open for a few
moments.

One problem would be the PFC of the load and by what you imply, it seems
that the load is going to be lighting and probably fluorescent lamps that
should not have magnetics but electronic ballasts, also, they may not have a
good PFC, just crest PFC -- please enlighten us about the lighting you may
plan to implement there.
Also what other loads are going to be added ( like a battery charge
controller to have additional available power during the dark times ).
