Limited power usage is a common problem that surfaces periodically when a
new system is installed with  limited power capabilities.

One protector per 10 housel holds penalizes 9 of the ones that are limiting
their power usage, so one penalizes 9 that may become very angry against one
culprit.

Yes, you expect 100 watts maximum per household, 24/7, specially in the dark
hours of the day.
Indeed, many may not use the 100 watts during the day, unless there is a
charger for battery storage.

Radio is common.
Some of the households do not have good natural lighting and it is another
problem that may force the user to use the full energy during the day.
The majority may not have enough money to get additional battery storage to
get more energy in the dark hours -- a simple car battery may represent
several months of wages -- then the charger -- plus additional
requirements --.

The power limiter should be installed one in each household, for peace and
tranquility of the community and for the survival of the hydro system to
recuperate the investment which many times comes from sources out of the
country that loaned it many times without interest charges or at a very low
rate and the household monthly charges for energy usage runs well below one
American dollar -- a lot of money for many households. --
