     I have to dig up a book to answer the question, but while I am figuring 
out where it is, you may find this site interesting:

  What is great about the melding of the undershot wheel and the spiral pump is 
that the spiral pump creates pressure through rotating motion without any 
moving parts!
    I am currently working on a prototype that takes the pressure and runs it 
through a turbine.
    I will get back to you on the paddle angle as soon as I find that book. One 
thing I must know is, is this an enclosed system (all of the water is run 
through a chute through the wheel) or an open system ("run of the river").

Dear Dennis, 
Thank you for checking into the paddle angle.
All of the water comes through a chute.At times it is quite turbulent in front 
of the paddels. I have attached a photo of the old wheel.
