       I have to dig up a book to answer the question, but while I am figuring

    What is great about the melding of the undershot wheel and the spiral pump 
is that the spiral pump creates pressure through rotating motion without any 
moving parts!
      I am currently working on a prototype that takes the pressure and runs it 
through a turbine.
      I will get back to you on the paddle angle as soon as I find that book. 
One thing I must know is, is this an enclosed system (all of the water is run 
through a chute through the wheel) or an open system ("run of the river").

  Thank you for checking into the paddle angle.
  All of the water comes through a chute.At times it is quite turbulent in 
front of the paddels. I have attached a photo of the old wheel.

     I found the book "waterwheels" by the international textbook company 
(1907!) and found that it is amazingly unhelpful.  
     It does give the impression that what you are trying to do is :
    -Run the wheel at .4 the speed of the flow of the water. This is the best 
balance between the motion creating work and having the water impact the 
blades. Of course I remember reading another book that stated 2/5ths was the 
best. 
    -The point of angling the blades is so the water rides up onto the paddles, 
imparting all of its impact onto the blade-without wasting it through 
turbulence.
     I am sorry I have not actually answered your question, but I am leaving 
for Minnesota tomorrow morning and have to get ready. When I get back in a 
week, I will try and find the answer.

Any luck on the paddle angle. I am guessing that it might be around 4 degrees 
from vertical.
