My response was in regards to this statement in the original post: "keeping the local utility as back-up for unusually low flow, maintenance, or emergency"
And with that in mind I still find that my suggestions are quite valid and worthy of consideration. I wouldn't want Rick to plan on having the local utility rush out and hook him back up when he finds himself in an "emergency." I'd advise Rick to try and identify what situations these could be and to check whether the utility could respond appropriately. Risk (and capital) management is smart. NOTE: I'm not advocating either way. One must look at all possibilities.
