That seems o.k. -- I'm member of [administrators] (group 0) as
well as the (in my admin site renamed) group von VMUC admins
(group 1).

Hm.  I am actually able to change existing users -- and I am
able to use my command line mysql client as user midgard and
create a user by inserting a record into the persons table and
later editing passwort and such info over the admin site.
