Neither. Midgard expects to find PHP in pages and elements because they
are used for the site's functinality. Articles are not automatically
displayed so Midgard doesn't automatically execute PHP in them. You can
however instruct Midgard to interpret the article content as a PHP
script by using the formatting code :p, like this &(article.content:p);.
