Hiya Darla,
Since you reinstalled Apache from the RPM's, did you make your
modifications to your httpd.conf file again? Often times the RPM's will make
backups of whatever is there (and lable it with a .rpmsave) and install a new
version. Check to see that you still have a handler and its definition in
your httpd.conf file.
