This is getting good... the only concern I have about the above
is that I think approval shouldn't be required for display of initial
submission of a Q/A item.  The reason is simply that people will
probably be more motivated to contribute if they see that their input
has been placed immediately.  Items submitted by vandals can
be deleted easily enough... I think the main security concern is
to prevent the Q/A submissions from being edited or erased
by someone with ill intent.  Your idea of storing the modified
answers as reply articles pending review appears to take care
of that problem.

We can also have a 'display approved only' mode available
to those who want to see a version with maximum SNR.
