I believe SuSE splits apache into apache and apache-devel packages. The
latter contains the header files and libraries, and apxs. You need to
install it separately.

It isn't striclty necesary but the midgard install will overwrite the
files. I recommend uninstalling them first to keep your package
administration clean.
