It has serious problem with --enable-magic-quotes option enabled by
default. Midgard usage requires it disabled.

We usually don't release patches for beta version because 1.4beta3 live in
CVS and everyone is able to fetch it from there. Anyway, if you want,
you might get my version of 1.4beta3{CVS snapshot} RPMS I did for
Mandrake RE Appendix at
ftp://ftp.avilink.net/pub/linux/appendix/update/
Please use them as reference because this version is careful about
documentation and Apache behaviour. It also uses Mandrake-based Apache
installation which is specifically fixed Apache version with correct
support for ServerRoot set to /etc/httpd and APXS talented enough to
place addon modules to each own directory (see Apache_rus distribution
there too -- it uses SGI patches which speeds Apache up to 10 times
and EAPI interface).
At that server you'll find full Midgard distribution (lib, mod, php,
data with autoinstaller) precompiled for Mandrake 7.0 Russian Edition.
If you want to use it with plain Mandrake or Redhat, just drop
--with-mod_charset option in PHP's configure script.
