I solved the problem in recompiling without Sitegroup support :)
maybe a bug there...

Yes, this is a general issue in the admin site.

There is a return code but it's not too specific. 0 means failure, non-0
is the membership ID.
Are you authorized to create membership relationships? Were you logged in
as admin or otherwise?
