It is enabled whereever MidgardEngine is on. That has been corrected in
CVS
which makes it possible to have it active separately.

They're still in beta, so the format might change. For an example of how
they
currently work pick up
http://www.midgard-project.org/~emiliano/filetemplates-dumpsite
and run it against your database in an empty directory. It will dump a
host + pages
to filetemplate format.
