As long as the loan is disbursed before the first repayment date set for the
schedule, the schedule should not change. Minimum days before disbursal and
first repayment date is broken so disregard that setting for now until we fix
that issue.
If the loan IS disbursed AFTER the original first repayment date, then the
schedule SHOULD change and shift out.
