I've verified this issue that Maina was reporting before, as I've gotten more
clarity
Requirements: Mifos configuration with centers turned off, use with data with
multiple groups, clients, under multiple branches
REPRO:
1. Find a group and click on "office membership"
2. Select a new office
EXPECTED:
Error pops up saying you can't transfer active clients
RESULT:
Allowed to transfer group account. Group and client accounts get put on hold.
User must select a new loan officer under the new office and then move all
accounts to active again.
OTHER RESULT:
Clients from other accounts are showing up in the display of the group account.
